White paper on 'rewiring the state' to follow Budget, Guardian reports

A government white paper on 'rewiring the state' will follow Wednesday's Budget, the Guardian reports. It will set out how the civil service will be reshaped as more powers pass down from Whitehall.

According to the paper, the Budget's devolution package was drawn up with No 10 North, which has held a weekly 'situation room' meeting with local leaders. The package includes £285m of 'Good Growth' funding next year and a £1.5bn borrowing facility for mayors.

The Guardian adds that the plan to hand some income tax revenue directly to areas from 2028 was first mooted earlier this year by Rachel Reeves, Healey's predecessor.

The same story says the Chancellor, John Healey, is not expected to set a date for defence spending to reach 3% of GDP. It reports that the decision is likely to be deferred to a spending review next year.

HuffPost UK picked up the story on Sunday morning, with the Prime Minister, Andy Burnham, repeating that local leaders would no longer come "cap in hand to Westminster".

The Treasury has not confirmed the white paper or the reported position on defence spending.
