Think tanks are giving the Budget a mixed reception, according to a reaction round-up from LabourList.
Rebecca Montacute, research director at the Social Market Foundation, said the bigger decisions have not yet been set out.
"Details of changes on many larger issues, including social care, welfare and student loans are yet to come."
The SMF welcomed the gambling tax rises and called the local government funding changes potentially transformative.
Hannah White, chief executive of the Institute for Government, welcomed the move to protect prevention budgets. The IfG said the change follows recommendations it has made for years.
"This is a huge development for shifting services towards prevention and is exactly what the government should be doing to support its ambitions to make public services work more effectively."
The centre-left group Mainstream called the Budget a missed opportunity. It said "the government could have equalised the rates of income tax and capital gains tax."
