The Defence Secretary, Wes Streeting, says the UK is determined to "lead from the front" on defence. The i Paper reports that the Chancellor, John Healey, will spare the Department for Transport further cuts in Wednesday's Budget.
Mr Streeting told the paper:
"We are Nato's third biggest defence spender and we are determined to lead from the front."
The i Paper reports that he also said Britain would do "whatever it takes" to keep the country safe. It says he and Mr Healey are set to tell Nato allies, including Donald Trump, that the UK is fully committed to funding the military even if the 3% target is delayed.
According to the paper, the Department for Transport's capital budget was raided in July to fund the Defence Investment Plan, and several roads projects were put on hold as a result. The i Paper says it understands that the July raid is the most the Chancellor will take from the department.
It also reports that Mr Healey is expected to announce he will borrow billions to boost defence spending, and to confirm he is funding the £4.7bn gap in the plan. The Treasury has not confirmed any of this.
Mr Streeting's claim that the UK is Nato's third biggest defence spender has not been independently checked.
