The Chancellor, John Healey, will confirm in today's Budget that mayors can spend a proportion of the income tax and business rates raised in their areas, the Yorkshire Post reports. It is the second report to name those two taxes, after Global Banking and Finance.
The paper's Budget-day preview also says mayors will be able to borrow against future earnings to pay for infrastructure, such as West Yorkshire mass transit. It describes the current system, in which local leaders bid for grants, as a "begging bowl culture".
According to PA, as carried by Radio News Hub, an initial £285m will go towards giving mayors and regional leaders in England more money and power. PA had already reported the same figure.
The Treasury has not confirmed the plan. Neither report says how large a share mayors would keep or when it would start, and the detail has not been independently checked.
