Healey's first Budget gives £100 energy payment as headroom falls to £15bn

We report that John Healey has announced a £100 energy payment in his first Budget as Chancellor. It goes to homes in council tax bands A to D this winter, which the Treasury says covers 20 million households.

The VAT cut on domestic electricity, from 5% to zero, now runs to July rather than ending in March 2027. The bank surcharge rises temporarily from 3% to 6%.

The Treasury's Budget document puts headroom against the stability rule at £15bn in 2029-30, down from £23.6bn at the March forecast. It blames higher debt interest costs.
