The Chancellor, John Healey, has ruled out raising the rates of income tax, employee National Insurance, corporation tax and VAT at Wednesday's Budget, according to a PA explainer carried by LBC on 24 October.
That is firmer than earlier pre-Budget guides, which said only that rises in income tax, National Insurance and VAT were not expected. PA's list also adds corporation tax.
PA does not say when or where Mr Healey made the commitment, and it gives no quote. The claim has not been independently checked.
As PA reports it, the commitment covers rates only. It does not mention tax thresholds or employer National Insurance.
PA also says the Budget will stick to the fiscal rules set out in Labour's 2024 manifesto, and describes a "steady as she goes" package. It says Mr Healey is likely to have reduced fiscal headroom because inflation driven by the Iran war has raised the cost of government borrowing.
PA says the threshold at which firms start paying business rates is expected to rise from £12,000 to £18,000.
