The Chancellor, John Healey, has promised to fill a £4.7bn "black hole" in the defence investment plan, according to PA's pre-Budget explainer. PA does not say when or where he made the promise.
This is the same funding gap that the Guardian and Politico have linked to reported cuts to heat pump grants. Those reports say the energy department, DESNZ, has been told to find more than £2bn in savings.
PA says the plan promised an extra £15bn for the defence sector and takes defence spending to 2.7% of GDP by 2027. The £15bn figure is consistent with earlier reports about the plan.
PA also says Healey resigned as Defence Secretary under Sir Keir Starmer over the failure to reach 3% of GDP on defence. He wants spending to reach that level by 2030, but PA says that is not expected in Wednesday's Budget.
Healey's promise has not been independently checked. The government has not confirmed the reported cuts to the heat pump scheme.
