The Budget includes £15m for charities that promote children's literacy and get books to young children, according to the Irish News.
The paper reports that the Chancellor, John Healey, announced the funding in his statement to the Commons this afternoon. It says the measure drew comparisons with Dolly Parton's Imagination Library.
The figure has not yet been independently checked against the Budget documents.
The Irish News also reports that Healey used the phrase 'breathing space' 10 times in a 55-minute speech.
