No new policy costs will be added to energy bills until a Cost Control Framework is in place at the 2027 spending review, according to the Treasury's Budget 2026 document, now published on gov.uk.
The document confirms the 'cost control framework' that the Chancellor, John Healey, announced in his speech, and it sets out when the framework is due to arrive.
It also gives the detail of the red diesel cut. Duty falls by 3.7p a litre from 15 June 2026 to 1 July 2027, according to Table 6.1.
Two measures not mentioned in the speech coverage so far appear in the document. One is debt relief through the Public Works Loan Board for councils in severe financial distress. The other is a registration fee for landlords in the private rented sector. The Treasury lists both as having no net effect on borrowing. The document does not say how many councils could receive debt relief or how much it would be worth.
The OBR's October 2026 Economic and fiscal outlook, which runs to 200 pages, has also been published.
