[President Trump]( been dancing around the question this past week as he seeks to preserve an uneasy semi-peace with Iran while searching for a lasting deal to end the war that he began 10 weeks ago. Trump and other senior figures in his administration have been at pains to avoid declaring the monthlong ceasefire over. They have shown little appetite for a return to full-scale combat. Yet, at the same time, they complain of Iranian attacks on U.S. interests, boast of the fearsome powers of the American military, and threaten doom if Tehran does not comply with their demands. Iranian leaders display little inclination to fold, however — at least if their public statements are to be believed. [Video 12]( [Video 13]( The Islamic Republic has been damaged by the war, but its leaders appear to believe that time is on their side. Their internal grip on power appears firm, they retain some capacity to attack other Persian Gulf nations while maintaining a chokehold on the Strait of Hormuz, and the result has been continuing turmoil on global energy markets. The Trump administration cannot ignore the fact that the war is deeply unpopular at home, in part because of the way it has spiked gas prices for Americans. The average price of a gallon of gas on Friday, according to AAA, was $4.55, up from just below $3 right before the war began. The bottom line is that Trump has a strong motivation to find a diplomatic off-ramp from the conflict. But the exit is anything but easy to map — and is further complicated by his desire to claim an overwhelming victory. These crashing crosscurrents often create an apparent discordance. This past week alone, Chair of the Joint Chiefs of Staff Gen. [Dan Caine]( reporters that Iranian attacks did not meet the “threshold” of ending the ceasefire; Trump dismissed Iranian attacks as Tehran having “trifled with us”; and Secretary of State Marco Rubio told reporters[Friday morning on a trip to Italy]( that he hoped an imminent Iranian response on a possible peace deal “can put us into a serious process of negotiation.” Set against all of that were Trump’s more bellicose comments. His “trifle” remark was immediately followed by the assertion that, “We blew them away.” The president also told reporters Thursday evening that, if the current pause in fighting did indeed end, there would be no confusion about it, since “you’re just going to have to look at one big glow coming out of Iran.” His language in that regard seemed only a few notches lower than his infamous threat on April 7 that Iran’s[“whole civilization” could “die.”]( Earlier this week, Allison McManus, managing director for national security and international policy at the liberal Center for American Progress, told this column that she believed “both the administration and Iran have a lot to benefit from bringing the war to a close. The question is, who has more leverage and who will blink first?” This view is an acknowledgment that the substance of any longer-term deal — and the sequencing of it — includes a number of vexing issues. It has been widely reported that the two sides are working on a memorandum of understanding that would set the stage for further negotiations on a more lasting settlement. There are reported to be major points of disagreement. One such point is how long Iran would agree to a moratorium on nuclear enrichment. The Iranians are said to be seeking as short a window as five years and the Americans as long as 20 years. The Strait of Hormuz is, of course, vital. Iran mounted an initial de facto blockade of the strait, and Trump ended up retaliating with his own blockage. It remains to be seen how exactly these competing blockades will be unwound. Then there is the question of what happens to Iran’s existing stockpiles of highly enriched uranium. In remarks Thursday evening to reporters, Trump said, “They’re going to hand us the nuclear dust” — his preferred term for the enriched material. But a moment later, he appeared to cast doubt on the very same point, saying of Iran, “When they agree, it doesn’t mean much ’cause the next day they forget. They forgot they agreed.” Meanwhile, Iranian officials appear to be ostentatiously rolling their eyes at much of this. Iranian Foreign Ministry spokesperson Esmail Baghaei[wrote on social media]( Friday, in relation to Trump’s more threatening Thursday evening comments: “It is a grotesque absurdity that they claim to seek peace and prevent a nuclear crisis, yet their proposed solution is “one big glow.” Also on Friday, Iranian President Masoud Pezeshkian[appeared to allude]( American coercion when he complained about “the policy of colonialism and exploitation” that he contended “will have no place in the future world.” And Foreign Minister [Abbas Araghchi,]( for his part, weighed in to complain: “Every time a diplomatic solution is on the table, the U.S. opts for a reckless military adventure.
