Qatari mediators are drafting a two-day plan of confidence-building steps between the US and Iran, Axios reports, citing regional sources on 5 November. The reported terms set out the order of moves for the first time.
On day one, the US would lift its naval blockade and release some of Iran's frozen funds. In return, Iran would issue an official invitation to the IAEA to send inspectors to bombed nuclear sites, based on an agreement reached in Cairo a year ago, according to Axios.
On day two, Iran would reopen the Strait of Hormuz, according to reporting from AP and Bloomberg relayed by Sunday Guardian. The reopening would be under an arrangement reportedly agreed with Oman but not yet approved by Washington.
AP also quotes an official familiar with the talks as saying Iran is not yet willing to negotiate over its nuclear activities unless Washington first agrees to several conditions it wants in a ceasefire agreement. That sits uneasily with Bloomberg's earlier report of a diplomat saying Tehran was showing a willingness to discuss nuclear issues it had previously refused to negotiate. None of the reported terms has been independently checked.
