OBR says Healey needs extra £11bn and gives 56% chance of meeting fiscal rules

The OBR says the Chancellor, John Healey, would need an extra £11bn to stop day-to-day spending falling 2.6% in real terms over the final three years of its forecast, City AM reports. At its post-Budget press conference on 28 October, the OBR put the chance of meeting the fiscal rules at 56%, with headroom just below £15bn.

The OBR forecasts unemployment of 5.1% in 2027, according to City AM. It expects real household disposable income to be squeezed by 0.6% this year and not to catch up until around 2028-29. By 2030 it is only 2% above pre-pandemic levels. The forecasts assume oil and gas prices fall to pre-Iran war levels by 2028.

The OBR's Tom Josephs pointed to a "pattern" of raising near-term borrowing and delaying tax rises or spending restraint.

"Borrowing in the near term is a bit higher and that is both a consequence of higher energy prices, interest rates and the government's policy choices"

Sanjay Raja, a Deutsche Bank economist, puts the fiscal hole at £25bn to £40bn once defence and social care promises after 2030 are included. "Put simply, there will be a near £25-40bn fiscal hole to fill in the new year," he said.

City AM gives average inflation in 2027 as about 3.4%. MoneyWeek reported 3.5% earlier. The two figures have not been reconciled.
