John Healey and Treasury officials are describing his first Budget in three phrases, according to Bloomberg:
"Do no harm. Steady as she goes. Focused."
Bloomberg reports that the Chancellor is in his final week of preparing the package, which he delivers to the Commons on Wednesday 28 October. It says he wants to sustain the early poll bounce of Andy Burnham's three-month-old government while deferring the thorniest and most unpopular decisions to a later date.
Healey succeeded Rachel Reeves as Chancellor when Andy Burnham replaced Keir Starmer in July, Bloomberg says.
This is Bloomberg's account of how the government is framing the Budget. It does not confirm any tax or spending measure, and it has not been independently checked.
