Healey promises 'breathing space' now and 'fresh hope' later in eve-of-Budget video

The Chancellor, John Healey, says today's Budget will ease cost-of-living pressures and start action on energy costs "for good", while staying within Labour's fiscal rules.

"Breathing space for today and fresh hope for the future. That's what today's Budget will deliver."

In a video message released on the evening of 27 October, Healey said the Budget is about getting through a "difficult moment". He said changes would be made "responsibly", within "tight fiscal rules", according to PA and Brit Brief.

PA summarises those rules as two commitments for 2029/30. Day-to-day spending is to be funded by taxes rather than borrowing, and debt is to be falling as a share of the economy in the same year.

Healey also said the Budget will back businesses and entrepreneurs, invest in growth technologies, build more homes and shift power out of Whitehall.

Separately, PA reports that Burnham has ordered Healey and the Energy Secretary, Miatta Fahnbulleh, to examine scrapping standing charges from gas bills.

Whether the Budget meets the fiscal rules will not be known until the OBR publishes its forecasts alongside the statement.
