Healey not expected to raise income tax, National Insurance or VAT, reports say

The Chancellor, John Healey, is not expected to raise income tax, National Insurance or VAT at next week's Budget, according to pre-Budget guides published on 21 October.

The guide carried by the Mirror (via AOL) describes the "no rise" line as a long-standing Labour commitment from the 2024 general election manifesto. Brit Brief reports the same expectation.

This is press expectation, not a Treasury confirmation. It has not been independently checked, and the Treasury has not set out its plans ahead of the statement.

The Mirror guide says Mr Healey is due to speak in the Commons from around 12.30pm on Wednesday 28 October.

Separately, Brit Brief reports that the Road Haulage Association has called for a 15p-a-litre fuel rebate for essential users such as HGV and coach drivers.
