Wednesday's Budget will set out how the government accounts for commitments made since Andy Burnham took office, according to a pre-Budget guide from PA, published by LBC.
PA lists two of those commitments. One is a promise to cut VAT on energy bills this winter. The other is a pledge to slash business rates for pubs, clubs and live music venues.
The guide gives no cost or start date for either measure.
PA says the Chancellor, John Healey, and Burnham have both talked of 'breathing space', which it reads as a hint of further help. It also says Healey is likely to have less fiscal headroom because of higher government borrowing costs from the Iran war.
How the two pledges are paid for has not been independently checked. The Chancellor delivers the Budget to the Commons on Wednesday 28 October.
