The BBC's Faisal Islam describes this week's Budget as a "micro Budget" that fell short of radical action to create the promised new economic model.
In an analysis for BBC News published on Thursday 29 October, he says the gaps will have to be filled by the Prime Minister's upcoming 10-year plan and by a spending review. He says the new defence target, 3% of national income by 2030, makes that spending review trickier.
Islam also says the OBR forecast points to a very tricky economic backdrop until the spring.
On welfare, he says the Milburn Review process is clearly heading for some sort of welfare-to-work scheme, possibly even a separate system for younger workers. That is his own judgement. The government has not confirmed it.
This is one correspondent's reading of the Budget rather than a statement of government policy.
